<p>If they infringe again during the second Test at Trent Bridge starting Friday, all-rounder Sammy could be banned from the third and final Test of the series at Edgbaston.</p>
<p>An International Cricket Council statement issued after close of play said match referee Roshan Mahanama of Sri Lanka had ruled the West Indies were four overs short of their target when time allowances were taken into consideration.</p>
<p>Under the ICC code of conduct, players are fined 10 percent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that amount.</p>
<p>Kimi, Sammy was fined 80 percent of his match fee while his players received 40 percent fines.</p>
<p>The ICC statement added: &quot;If Sammy is found guilty of one more minor over-rate offence in Tests over the next 12 months, he will receive a one-match suspension as per the provisions of the ICC code of conduct.&quot;</p>
<p>West Indies&nbsp; team at Lord&nbsp;s had no specialist spinner although Sammy said afterwards that occasional off-break bowler Marlon Samuels had been pressed into service in part to speed up the over-rate.</p>
<p>The second Test starts on Friday.<br />&nbsp;</p>

<p>Alastair Cook and Ian Bell restored order in a century stand which guided England to a five-wicket win over West Indies in the first Investec Test.</p>
<p>The threat of Kemar Roach (three for 60) continued to sow doubts about the superiority of the world number one team on the final morning at Lord&nbsp;s.</p>
<p>But, after England had stumbled to 57 for four &#8211; in pursuit of 191 to go 1-0 up with two to play &#8211; Cook (79) in particular did not panic.</p>
<p>Back-to-form Bell (63 not out) completed his second half-century of the match too, to help seal the outcome by mid-afternoon after Cook cut Darren Sammy straight to gully to go with only two more runs needed. Roach landed an early blow today with the wicket of Jonathan Trott, and Shannon Gabriel also soon eliminated Kevin Pietersen.</p>
<p>The clouds, which have persisted almost throughout this seesaw match, were again present as Cook and Trott set out to calm home nerves against Roach and Fidel Edwards with a ball just four overs old.</p>
<p>But Trott got no further than the sixth over of the day, and only his second delivery from Roach.</p>
<p>He edged the first low through the slips for four; then Roach got the second to move off the pitch up the slope again, and resulted in a neat catch by Sammy away to his left at second slip.</p>
<p>West Indies therefore got their wish &#8211; an early look at the dangerous Pietersen with the ball still new.</p>
<p>Pietersen responded with a busy approach, and in under four overs he and Cook had gone past 50 from 29 for three.</p>
<p>But the introduction of debutant fast bowler Gabriel brought a last transient twist in the tale.</p>
<p>Pietersen had clubbed a pull for four to midwicket from the third ball of Gabriel&nbsp;s first over. Once again, though, a boundary was instantly followed by a wicket as Pietersen aimed for a repeat to a ball which was slightly less short and took an under-edge for caught behind.</p>
<p>Cook, joined by Bell, gradually found some fluency after a stodgy start on a still benign surface &#8211; and England appeared intent on keeping the scoreboard moving, even though time was not going to be an issue.</p>
<p>This was a world away, of course, from their unsightly collapse to 72 all out in the Abu Dhabi desert against Abdur Rehman et al in their low point of the year to date &#8211; a 72-run defeat by Pakistan in January.</p>
<p>But if any lesson learned there could be transferred to the home of cricket, it was the folly of allowing caution to preclude even a trickle of the runs required.</p>
<p>As Sammy juggled his options, to give Roach necessary rest, Cook regularly found the boundary with cuts and drives as England moved to within 60 runs of their target by lunch &#8211; thereby puncturing the tourists&nbsp; belief that they could somehow sneak an unexpected win.</p>
<p>Cook completed a 78-ball fifty, in the last over of the session, with a back-cut off Marlon Samuels for his eighth four.</p>
<p>Sammy&nbsp;s decision to persevere with Samuels&nbsp; innocuous off-spin on the resumption was baffling, and did nothing to discomfort Cook or Bell &#8211; or provide much support for the returning Roach at the pavilion end.</p>
<p>The route was therefore cleared for an England victory, widely considered a formality before the start of this match but achieved in unpredictable fashion.</p>
<p>Only Stuart Broad&nbsp;s 11-wicket haul swung the verdict, as West Indies fought back with great determination on the third and fourth days.</p>
<p>But, even accounting for Shivnarine Chanderpaul&nbsp;s near 10 and a half hours of cussed batting for once-out, England were still too far ahead of the game.<br />&nbsp;</p>

<p>Inam said the Ministry of Defence could not present the notification during last three months. He said if the notification is not submitted in the next hearing, the plea of summoning Secretary Defence will be submitted in the court.</p>
<p>&nbsp;</p>
<p>Justice Khawaja Imtiaz of LHC adjourned the hearing till May 24.<br />&nbsp;</p>

<p>Pakistan Railways management moved the engines from the sheds to avoid trains delay. The engines of Ghauri Express and Jaffar Express bound for Faisalabad and Quetta were moved out of the sheds at 6am.&nbsp;</p>
<p>&nbsp;</p>
<p>Rail Mazdoor Ittehad leaders said that the management did not get the technical approval of the engines.</p>
<p>&nbsp;</p>
<p>The loco shed employees announced to enforce wheel-jam strike from May 29 if the just demands of railway workers were not met.<br />&nbsp;</p>

<p>The Spaniard, who won here in 2009 and 2010, put in a masterful performance as he surged ahead from fourth place on the grid to beat Rossi by nearly 10 seconds and regain the overall lead from defending champion Stoner.</p>

<p>&quot;Winning in France is fantastic. I kept my concentration because the turns were very slippery,&quot; Lorenzo said. &quot;It was great to see all the fans here.&quot;</p>

<p>Rossi and Stoner, who will retire at the end of the season, were locked in a frantic battle for second in the pouring rain, with the Italian overtaking the Australian on the final lap to improve on his third-place finish last year.</p>

<p>&quot;I wanted to do better than last year, so I tried to stay calm and then I pushed hard,&quot; Rossi said. &quot;I&nbsp;m happy for all my team at Ducati to be on the podium.&quot;<br />Spaniard Dani Pedrosa finished fourth after starting from pole position.</p>

<p>In the overall standings, Lorenzo has 90 points after four races, with Stoner on 82 and Pedrosa third on 65. Rossi is sixth.<br />&nbsp;</p>

<p>With Pakistan so far unwilling to reopen supply routes to Afghanistan, NATO faces a potential logistical nightmare as it prepares for a costly withdrawal of military hardware over the next two years.</p>
<p>&nbsp;</p>
<p>In the run-up a NATO summit that opened Sunday, US and Pakistani officials had signaled growing optimism that a deal would be clinched on reopening the routes, which Islamabad had closed in November over a botched American air raid.</p>
<p>&nbsp;</p>
<p>But negotiations stumbled over Pakistan&nbsp;s demand to charge several thousand dollars per truck, instead of the current rate of roughly $250.</p>
<p>&nbsp;</p>
<p>A senior US official told AFP on Sunday the exponential hike in fees, reportedly as much as $5,000 per truck, was &quot;unacceptable&quot; and that Pakistan had failed to present a consistent, coherent negotiating position.</p>
<p>&nbsp;</p>
<p>US officials have so far refused a demand from Islamabad for an explicit apology over the air strike that killed 24 Pakistani soldiers.</p>
<p>&nbsp;</p>
<p>Since Pakistan shut the northwest border crossing to NATO about six months ago, the US-led force in Afghanistan has managed to endure the closure by relying on cargo flights and a more costly northern route through Russia, Central Asia and the Caucasus.</p>
<p>&nbsp;</p>
<p>The shift has carried a price, costing two and a half times more per container than the Pakistani route, according to US military officials.</p>
<p>&nbsp;</p>
<p>But under NATO&nbsp;s plan to withdraw most of the 130,000-strong coalition force in Afghanistan by the end of 2014 &#8212; including a vast fleet of vehicles and equipment &#8212; the Pakistani route is considered crucial.</p>
<p>&nbsp;</p>
<p>General William Fraser, head of US Transportation Command, told senators in February that the shorter Pakistan route was needed to ensure hardware could be withdrawn on schedule.</p>
<p>&nbsp;</p>
<p>&quot;With the amount of equipment we need to move&#8230; we need the Pakistan GLOC (ground line of communication) open,&quot; Fraser told the Senate Armed Services Committee in February.</p>
<p>&nbsp;</p>
<p>Last year, before the Torkham gate border crossing was shut, the United States moved more than 35,000 shipping containers through Pakistan, according to Fraser.</p>
<p>&nbsp;</p>
<p>In another complication for NATO&nbsp;s exit plan, countries along the northern route have approved the transit of military vehicles and supplies but have prohibited shipping weapons through their territories.</p>
<p>&nbsp;</p>
<p>German Defense Minister Thomas De Maiziere, speaking to reporters in Chicago, acknowledged using the northern route was a &quot;complicated process&quot; because it passed through so many countries.</p>
<p>&nbsp;</p>
<p>The most practical and inexpensive route into Afghanistan runs through Iran&nbsp;s port of Chabahar, but that is not an option given the long-running hostility between Iran and the United States.</p>
<p>&nbsp;</p>
<p>For Pakistan, the border crossing is a valuable source of revenue and leverage that will dry up once NATO completes its planned departure in 2014.<br />&nbsp;</p>

<p>Foreign Minister Hina Rabbani Khar and the Pakistan Ambassador in the United States Sherry Rehman were also present during the meeting.</p>

<p>Hopes for a meeting on the sidelines of the NATO summit bringing together the US, Afghan and Pakistani presidents appear to have dimmed, and analysts say this is due to the lack of a full agreement with Pakistan on reopening NATO supply lines into Afghanistan.</p>

<p>President Barack Obama met on Sunday in Chicago with Afghan President Hamid Karzai, but his schedule includes no one-on-one interaction with Pakistan&rsquo;s President Asif Ali Zardari, and White House staff say the schedule is not expected to change.</p>
<p>&nbsp;</p>
<p>Both US and Pakistani officials were pushing for a trilateral meeting, with the main roadblock to such talks being the drawn-out dispute that has curtailed NATO&nbsp;s ability to supply coalition forces fighting in Afghanistan.</p>
<p>&nbsp;</p>
<p>Pakistan shut down the transit corridors that NATO used for supply convoys last November, after US airstrikes that mistakenly killed 24 Pakistani troops stationed near the Afghan border. The cross-border attack and its aftermath brought US-Pakistan relations to a new low.</p>
<p>&nbsp;</p>
<p>Pakistan&rsquo;s prime minister indicated last week that progress had been made in negotiations with US officials about reopening the supply routes, and he predicted an agreement would be complete &ldquo;very soon.&rdquo; NATO Secretary General Anders Fogh Rasmussen then called President Zardari to invite him to the Chicago summit.</p>

<p>Some South Asia experts suggest that while NATO&nbsp;s invitation to the president of Pakistan was unconditional, any interaction with the US president might not have been so.</p>
<p>&nbsp;</p>
<p>President Zardari did meet with President Karzai and with US Secretary of State Hillary Clinton in Chicago, about Pakistan&rsquo;s role in regional peace and the end stages of NATO&nbsp;s involvement in Afghanistan.</p>

<p>The meeting between Mr. Zardari and Clinton lasted for over an hour. Others present included Pakistani Foreign Minister Hina Rabbani Khar, Pakistan&rsquo;s ambassador to the US, Sherry Rehman, the U.S. ambassador to Pakistan, Cameron Munter, and the US government&nbsp;s special representative to Afghanistan and Pakistan, Marc Grossman.</p>
<p>&nbsp;</p>
<p>Grossman told that the meeting included &ldquo;a complete review of all of our bilateral partnerships.&rdquo; He added that the purpose was to focus on &ldquo;how to move forward in this relationship.&rdquo;</p>

<p>The senior US envoy said the talks on Sunday will help with the ongoing negotiations over the NATO supply routes, and he played down the significance of the Obama-Karzai-Zardari meeting that did not take place, saying it would be &quot;better&quot; for Afghanistan and Pakistan to hold direct bilateral talks.&nbsp;</p>

<p>Meanwhile, the meeting between Presidents Zardari and Karzai resulted in a decision to extend the Afghanistan-Pakistan Transit Trade Agreement to countries in Central Asia.<br />&nbsp;</p>
